Make it like this:

- General Discussion
- Specific Topic
--- Every
--- Thing
--- Else

IMO, that would reflect the behavior of most visitors (talking rubbish most of the time) whilst probably keeping the "Specific Topic" forums cleaner for those that want to discuss serious matters there.
