I tested this bot today, it spams and adv.
so if u play with this bot for hours, it will spam  a text.
so u will know if somebody cheats.

There's nothing wrong with downloading it. There's nothing wrong with testing it privately, or with the full consent of others. It's only when you use it in public games without the other players consent or even knowledge, that it becomes an issue.

That said, I've not seen any need to download it myself. I might do if I need to find out something about it, but for now I'm happy.

I agree with you. On SST we had a few head admins secretly use an aimbot a few times. Once to test it out, and the other times to make sure our admins could detect it. But as for me, I'm perfectly content pwning noobs with my own skills and (crappy) mouse.

They can set a cvar on their aimbot that will predict where their target is going to be, in short, the aimbots can lead their targets.
