How to host arcade mod?

I downloaded ARCADE MOD, and I want to make a dedicated server of it..here are my questions:

1.After I downloaded the arcade-svn971-13-vm.zip, I extract the folder arcade into my tremulous directory.
Then I downloaded arcade-svn971-13.pk3, I put it inside the arcade folder.I made a shortcut of tremulous.exe..but I don't know what commands should I type into the shortcut path to host the arcade mod dedicated server?

2.How to set a player into admin?
3.How to place domination points?
