I'll agree with everyone here and say that it's simply pointless to "reward" humans for being forced into a specific layout. Clustered turrets are already penalized, to a degree; they're easier to take out than FOF-optimized designs (like mine for ATCS humans) by tyrants, dragoons, and even skilled maras.
Clustered/lined turrets are good for blocking access to vital human structures, but they are too close together to be effective at killing intruders. Having a spread-turret base creates a large killzone that effectively neutralizes any alien stage 1 or 2 threat. Coupled with live human support, the human base that I've constructed is very hard to defeat until AS3.
Forcing humans into specific build patterns ruins the strategic aspect of Tremulous. I don't know if you're a whiny unskilled alien player that bitches about being unable to attack human bases or what, but you're making a proposition that attempts to force humans into a bad base design that makes them unfavorable in winning the game. Most human bases are easily lost once aliens reach S3, since tyrants are impossibly strong and have a reach larger than a greyhound bus. So, this idea of yours would make sure that no human base could ever be built that enables it to at least partially defend against an alien onslaught.
Also, I fully agree with Caveman; if you're lagging out when you attack human bases, either upgrade your computer or play on better-networked servers.
