Nope, it's not Scorched Earth (love that game.. great way to pass the time at work).  I'll start with a hint now, 'cause I get the feeling this is going to be a tough one.  The tank, while a large part of the game, is not the protagonist (ie, you don't control them - and there's a lot of them!)

Yeah, it's on my website as well as SatGnu's player gallery.  If you truly were "hacking around" you'd have found photos of my wife and son too :>  If "Cropped" is your guess for a game name, that's not it either.  It just happens to be the name of the image file, because I cropped it from the original which isn't sitting in the same directory (actually, it's not on my website at all, but it is sitting on my laptop.)

Yes, they are.  Some of them shoot at you, though the one pictured just sits there.  And there's other targets that you need to shoot, or bomb, as you travel along your path.

If you meant Chopper Command, wrong platform (that was for the Atari 2600).  If you meant Chopper Hunt, that's at least the right platform but still not the game :>

That's the one!  Blue Max by Synapse Software. Man I loved playing that game, and that system.  Combines the simplicity of the Atari joystick and controls with the complexity of half-decent looking graphics (better than "you control a dot").  Screenies and score below, then off to Neo for the next one.
