For one, this mod is not a terrible idea. Yet, it's not good by any definition of the word. The balance of the teams actually gets worse using your way. Say someone really good, take BodyOrgan, Dracone, Me, or the countless other good players at trem, joins a server of people who maybe aren't as good. Quickly, that person will rack up kills on the people who cannot get kills themselves (Because they're new to the game). Soon, it will be 10 rifles vs 1 tyrant with a dretch escort squad.
Also, what are you going to do if you get to level 5, and start feeding? I know if I got a luci + all that other stuff and died 2 times without killing anything, no more luci for me. Are you just going to let someone who amazingly gets power 5 run around without a care for his health and kill the enemies?
And, regarding building, nobody builds every game. It's a waste of time for many of us who depend on one (Maybe two) builder every game to create a base we can return to and thrive in. If 10 people built, there would be 10 parts of 10 different bases making up one base, and it would fail.
Regarding that blaster thing. NOBODY USES THE BLASTER! Have you not noticed that? The ONLY time a blaster would be used is if a human ran out of ammo and was returning to base. In that case, the blaster is a feeble attempt to fight off a dretch chasing him. It rarely works, and I'm pretty sure dual-wielding it won't help either. And, even though dual blaster with 15 damage per shot will kill a dretch in 1 shot, NOBODY WILL EVER GET THERE. If someone used nothing but blaster, I would quickly /callvote kick noob1 blastering. And they would be gone.
Last thing, if you're going to propose an idea to the masses, please, please, take the time it takes to write it in correct English. It puts you in a much more favorable position when people can understand what you are saying. A start would be to add SOME punctuation (Periods, commas, capital letters to start sentences), and maybe spell check it. Ever notice when you're writing a topic the misspelled words are underlined? Try right clicking those and see what the suggestions are.
Can somebody write (I'll do it, even) a quick "How to post on forums" topic and have it stickied? English is our common language. Not AIMlish.
