Creating Textures

I am looking for a program (if possible free), that allows to create texture fairly easily.

I am asking this because by using textures from other maps, my map seems to lose its authenticity. In addition, I sometimes can't find the right texture with the right colour scheme, and if I use another texture already made texture, the transition would seem too dramatic.

PS: I have tried Photoshop, however you cannot make a texture seamless (as far as I know), so it looks perfect if you make it fit on the face, however if it is tiled, then it doesn't look good nor realistic

PPS: I have also tried Texture Maker, and I don't really like it (1. price, 2. some things act strange)

i use gimp for texturing, it has a handy make seamless filter, lol

but i havnt turned out any very good textures, there is a plugin for photoshop here that owns, but it costs 300 for the pro version.  but, theres a catch, if u manage to make a texture that enough people use within the 30 day trial, u get to keep the plugin for free...
