Human model renew (?)

A while ago I've seen a topic what was something like 'new human model needed for 1.2' and i couldn't find it here with search.
My technical question is: what are the restrictions to make this?
I mean: I am lesser than a noob in game developing, but i can do some concept arts and minimal 3D and I know some old tremfreaks who can help me with making the animations.
So i would like to know:
- If the model can be a simple 3DsMax model what devs can import + how should i export it then, and how should I incude the textures...?
- How many polygons + stuffs should it have?
- What are the animation number forecasts...? (like as i see now the upper body is having only the standard, the weapon changer, the dying, and the taunt animation + the turning ability, while the lower body is having the walking, the running, the dying, and the crouching feature. I'd like to add some new if its possible (like secondary weapon A.K.A. Blaster firing and nade throwing).

Any suggestions, links, pm's, and helping hands are welcome, and also if someone is on this job too.

There is already a new trooper model in the works, but it needs to be finished. From what I have seen mop and jex came along quite nicely. I have no idea about the current state of affairs though.

I'm almost at the end of Q2 again, and I'd like to feel like a fat grunt like in that game ^^
