I wanna be a level 3 admin for the mapmadness server but when i try all i can be is a level 1 admin it sucks

Well, it is not your server you have to ask the admin off the server or a person who has admin, is you wont admin.

Servers don't allow you to set your own admin level.  You have to go to the server's forums and/or ask the server owner.

and yeah yeah, many servers have !L1 for level 1 admin, which is name protection on every server I know of.  Nothing more though.

That usually gets you nowhere fast, and may get you unintended consequences.  I know of at least one place that has an admin level of '-1' for people who do this, with the title "Admin Begger".  If you're very lucky, you'd be ignored; if only mildly lucky, muted, and if your luck is even you'd probably be kicked for being annoying :>

Show the server owners that you're the right kind of person to help out.  Follow the rules, and try to get others to do so as well.  Prove to the owners that you're worthy of having the power to remove people from the game, and they're likely to come to you and ask if you want it.  But if you go around to places and say "AM WANT ADMIN NAU" don't be surprised when nobody gives it to you.
