When you say "create a server", do you mean within the client, or using tremded? If the former, I've not seen that before so I can't help (though now someone else who knows the details might), but if it's the latter you just have to give yourself admin through the server console. As long as you're using a backported client (one with a GUID, you'll know because when you connect to your server you'll see something like "ClientConnect: 0 [12.34.56.78] ([your GUID here]) "your name here"" and as long as the GUID isn't XXXXXXX...XX you're fine), then on the server console type "!setlevel <yourname> 5".
