1. ITS ONLY ON LAN!!!
2. WHEN I GO ON MY SERVER IT WONT LET ME LEVEL MYSELF
3. I DONT KNOW HOW TO MAKE BOTS PLAY WITH ME
4. YESH YOU KNOW HOW THIS IS GONNA KEEP GOIN

1. You probably just see it on LAN. Mostly people won't join an empty server, so that's why there are no people. If no one can find it, check firewalls, and that sort of thing.

2. Just join your server, than switch to your console and type !setlevel yournamehere 5 (or whatever level)

3. Not sure exactly how to do this, thats why I dont run a server. Downloading the bot files might come in handy tho...

Well people play on yours, so evidently most players don't care about retarded admins.

Read the sticky.  It has a complete guide to getting a server with admin stuff running on windows.
Tremulous doesn't have working bots.

If you have any problems, you probably wont get much help as few people run servers on windows, and paradox doesn't seem to want to help a fellow windows op.  I guess he's just that insecure.

No you have to do this in console: !setlevel 1 5 (or max lvl is where 5 is)

idk sounds like you dont have a QVM file downloaded yet or its not properly installed

1stYou maybe need to open your ports or need to check that firewall allows you to run server.....

2.when you start server go join it and press start button(but dont exit game) and it will bring you to desktop then in that BLUE console that runs server type !setlevel /YOURNICKINGAME/5
but without / ofcourse....
AND IF YOU NEED HELP WITH PORTFORWARDING CALL ME...
