Both RUBAF and SWAT have been dead for a good year or so. It might be time to put them into the inactive section. Also aV is indeed considered a separate clan in the Australian Tremulous community. As you can see from this link aV is competing in Austourny (a clan war tournament in which all major Australian clans compete) as a separate clan from V//.

Furthermore a different clan asked if they could substitute players from their sub-clan into their main clan for Austourney in this thread. They were allowed to however aV is not allowed to substitute for V// and vice versa.
