On my serve ru cant play! Help!

When you join a team, say aliens it says "You can not leave alien team until your build timer expires" and when u join humans and try to play it says "You cannot build on this surface"...
Can anyone please tell me what's wrong?

you have pk3s with vms in them that you shouldn't have

Risujin's backport had some thing that gave me same problem when joining to some specific servers (ex. my clan's server).
I deleted a file (can't remember what it was) from it and now works fine except now I can't see the game in server list.
