Some questions for my server, need help bad

Ok can anyone answer any of these questions please?
1) Is lag caused usually of what the server host is currently doing on his PC?
2) How do I make my server bot-enabled to have bots?
3) Why do people have to keep redoing their names when they enter the server
4) Why do we have to keep making ourselves admins every time we enter were back to 0
Any of those questions answerd would be great  The most important is # 3 though, but try answering the others too

2) Go find a mod with bots, and follow its instructions.
3) No idea.  You got an odd fs_base?  More info needed if you want an answer.
4) Does the port / ip change?  Probably related to 3.
