You need the 1.1 data because that stuff just isn't in SVN (why would it be?)
By that I mean maps, textures, configs, models, blah blah blah. If it isn't code it isn't in SVN, usually, but that doesn't mean you don't need it.
You also need some of the assets from
this pk3 (or any other that has them) because that's kind of missing. Unzip it and get ui/assets/*, then delete it. This is kind of a mess, really, because there's no 'official' place to get these from, but the official code still expects them to be there.
You can zip up your own svn ui/ folder (exclude the invisible folders, waste of space) and vm/* and use them. But, like David said, this'll only serve you to connect to Betaserv or something where you'll be forced to download and use their pk3s anyway. And play with nobody.
