Admin flags

hwo could i get more admin flags for my server and use them? thats all i ask for. I ahve a patched qvm which i want to use for those flags, heres the site: http://www.mercenariesguild.net/patches/?do=details&task_id=110&pagenum=5.

I just want a tremed that is compatible with that QVM and i am running on windows xp.
