Menus.txt not found

I've tryed to create a server&client modification
when i tryed to start the compiled mod with
tremded.x86 +set fs_game td +dedicated 2 +exec server.cfg

the server starts correctly ...
but if i run the clientside and try to join the game
it joins with the standard cgame.qvm and ui.qvm
(sv_pure 1)

if i start the game with

tremulous +set fs_game td

it says something like "Menus.txt not found using default"
i need help PLZ =)
