P-g-qvm release: 1.5.1

[Paradox]

This isn't the biggest update i have ever done, but it has a significant number of new, high priority features, so it gets a bigger update then the past few, which have been minor commands or bugfixes.

Whats New:

• Improved marked decon. New version supports 2 flags, set with g_markDeconstruct. Mode 1 is normal marked decon. Mode 2 is normal decon, but /mark command can be used. 0 is all normal decon.
• Max ban restrictions. g_adminMaxBan #, when set, will limit the number of days an admin can ban someone with. Admins with flag 8 are immune from restrictions.
• Added layout votes. /callvote layout LAYOUTNAME. Subject to same restrictions as all other map votes.
• !listlayouts flag changed to j, shared with !listmaps

Again, hovelports are not here  . Hopefully they will come out soon.

You have to use a + or - for credits.

Ie to give someone credits, !credits someone +3
