making a UV map for skinning stuff

what program should i use to make a UV map so i can texture a model?

Your modeling program should have UV unwrap tools. Once you've unwrapped the model (that's the difficault part, btw.) then you can import the UV map into any competent 2D program (GIMP, Photoshop, etc..) to create the skin.

ok mine doesn't so what do i do now just import it to blender and make a uv map from there? And once i do that how do i import it to photo format ?

You can use Blender to perform the UV unwrap. Once unwrapped the UV map can be exported as a plain image. This can then be imported as a guide layer in your 2D program.
