As to the original poster, that domain doesn't look like it's a new site being setup, but just a "parked" domain - one which is owned by nobody, so the registrar puts up a pointer to one of their servers to make it look like the domain is in the process of being built. Some places will litter pages like that with crappy links to completely unrelated (or only semi-related) things, for example if you saw the tremulous.net homepage on April 1st (it was a parody of that kind of site). Looking at the 'whois' information, it could be one which was purchased by someone, but they're obviously doing nothing with it (looks like it might have been bought in 2002 or 2003).
