I can't create my own server / empty map

I click "create server", get new menu, try to start map, it just says "Starting up..." Nothing happens. No problems (so far) when I join servers, but I would like to create empty server, so I could practice maps and moving. Do I have to download some extra files to start a server? Could someone post a detailed info, how I could start an empty map, how should I set those options: pure server, dedicated, auto download, synchronous client etc.

Just make it so that the 'Dedicated' is No, and then choose a map out of the list.

Now it is working, thx. I tried many settings, and found out, that map will not start, if I try to use password.
