Y'know why?

Because I have a shitty card (GeForce FX 5600) that has a broken fan and am waiting for a new one to play Dark Age of Camelot on...

and when the hell is Trem 1.3 or w/e coming out?

I'll prob already have been done with school by that time... no? After all, only 8 months of school left or something like that

I call bullshit.  Someone - and that would be an administrator - would have to create a special usergroup for you, and specify that the usergroup can't access the off-topic board.  I'm thinking nobody would've gone to that much trouble, you'd either have a full ban or nothing at all.
