Fun-Owner. If you have no clue, you are better off not using a forum of your own.

You need a web host with php and mysql
you "could" find a free one, but most php/mysql webhosts are payed for, and you still need to get a domain to use it.

True, But there is not really any point in buying webspace if you are just using a sub domain, in my opinion, anyway...
