Help on the QVM file

Ok, well i learned how to make a server and i hav had it up for awhile, but i wanted then i went on a trip and i wanted it local so i figured it out. Then i found the admin.dat and got the levels goin. Then i tried and tried to make a custom command i even scammed through the QVM file as it was(like editing it with notepad++), but i still could not figure it out, so im assuming u hav to make a custom QVM. So how do i do that?
well im tryin not to boast or anytin, and i hope im doin all of this right.
