Try Freewebs or Bravehost. But I recommend using SMF as a forum layout instead of the ones webhosts gives to you for free.

If by "put on your webpage", you mean "download the PHP files and upload them to my host", then:

1) Check if your host has MySQL or another SQL service available (or is willing to install it), and whether or not you can use it. If everything gets worked out and you can use it...
2) Download one of the three forum packages: phpBB, Simple Machines Forum (SMF), or vBulletin.

I personally use phpBB on my personal forums, but it's all your choice.

I personally see vBulletin as a sub-par forum system, and considering you have to pay for it, a waste of money. My personaly reccomendation would be SMF, because it has everything I need, or PunBB, because it is foolproof and about two megabytes to download.

phpBB's code is a mess. SMF is more lightweight and, in my opinion, easier to use. vBulletin is ugly and infinitely overpriced.

Go with SMF, PunBB, or MyBB.

[ed] Also, Bravehost sucks — do banner and popup ads make your head hurt?

Its quite obvious that the website hosting services has adverts enabled, as they state it in their website. I've seen clans who uses the services noneoftheless, also, try www.smfforfree3.com to get a free SMF forum that does have adverts displayed on their pages, but I don't seem to mind it myself. You most likely will have somewhat of a slow connection to the SMF forum though, free bandwidth is hard to give away when everybody wants a piece of it.

Please do yourself the favor and don't start a forum on your own. Ask someone that knows what he/she is doing, else you'll end in loads of hurt and misery.
Oh, and please start reading up on creating webpages, when you are done, you'll see why.
