You become a moderator by having a good track record on the forums, then either I ask you, or you ask me :-)

You become a developer by regularly contributing code to Tremulous (generally via bugzilla) to the point where becoming a developer is the next natural step.

well another way you can get an avatar is to make a new physics engine for tremulous that is amazing and better then hl2 with a screwdriver then transfer over tremulous to the new engine and make 50 maps and new models sound effects and weapons for both humans and aliens. Also you must make a signal player campaign. Post the link for the download here and then if you write a nice application the devs will consider giving you an avatar.
