My suggestion is that the map-change votes fail in 2 situations:

1) Playing on a already voted map.
2) The current map has already begun (~5 mins or so)

For the nr.2, recently a noob player (and the noobs everyone that voted yes) ruined a game because of that.

And nr.1 gets annoying after the 2nd consecutive mapchange, because that particular person don't like that map.

If the majority want to a play a map, they will play a map, you shouldn't implement something to stop them. Find another server if you hate the map so much.

I have seen this happen a lot. Maybe we could have it so no mapchange vote if (by) your team points are less that 1/3 of your opponents?

I think this phenomena is mostly due to the fact that change map votes can be passed relatively easily. In the case of (1), the rubber-stamp votes make it easy to overturn many nextmaps, sometimes even if they were passed by 4 or 5 votes, and in (2), if most of the players on one team (half) are in favor of the vote, and a few people on the other team fail to vote, the mapvote is likely to pass. I think both of these problems could be solved if it required a greater percentage of F1 votes for a change map vote (but still 50% for a nextmap vote). Perhaps 60-75%?

1.2 lets you vote what the next map will be, without ending the current map.
So they then need to get a draw/admitdefeat through as well.

I cancel map votes and suggest nextmap when the game time is more than 5 minutes and there are a reasonable number of f2's (30-40%).  If most people are sick of the current game then of course it should pass.

id like to see callvote map limited to first 5mins
they can still use nextmap(maybe when they try the callvote map it automagically turns into a nextmap vote) and draw if they really want to change soo bad too much the votes are being used because 1 team is losing it can get quite annoying
upping the map vote percentage would be a good move too doesnt have to be 75pct but anything above 51pct would be nice

Those values should NOT be hardcoded. The cvars are already there. Tho I don't know if they affect nextmap votes.

You could also have something like this:

1) The same person can't call more than one mapvote
2) The same map can't be callvoted on again for a set amount of time
3) Set default vote to no (A vote will only pass if required percentage of all players vote yes)

4) Remove atcs vote completely :)

Disabling map, as opposed to nextmap, votes once the game's been going a few minutes would be very welcome, we often get a string of noobs who callvote map atcs within seconds of joining the server, cancelvote tends not to be enough, the persistent buggers need muting too.

On most server you can only call one or two votes per map..
