I think this phenomena is mostly due to the fact that change map votes can be passed relatively easily. In the case of (1), the rubber-stamp votes make it easy to overturn many nextmaps, sometimes even if they were passed by 4 or 5 votes, and in (2), if most of the players on one team (half) are in favor of the vote, and a few people on the other team fail to vote, the mapvote is likely to pass. I think both of these problems could be solved if it required a greater percentage of F1 votes for a change map vote (but still 50% for a nextmap vote). Perhaps 60-75%?
