What are Turrets and what are they good for?

I notice by some people's names it says "Turrets: +<number>-<number>". Just what the heck are these and what are they good for? And how do I get some??

Once you've been around a while, [Build] and [Decon] buttons will appear below it, so you can vote people up and down.
It's just a sort of karma system, ignore it.

As for getting some, this thread will get you a lot of down votes
