My 2 cents. Have it all beta maps, run for at least a 24 hour period. MG server runs on linux, I've found that you can copy over the maprotation.cfg as tremded.x86 does not lock the file, and reads it to determine the next map to load. Soooo, you can have a cron/scheduled task that just replaces maprotation.cfg with the rotation you want, no restarting the process or even interrupting a match necessary. Test it on windows though, I don't know if the windows build locks the file though I doubt it internally caches the map rotation.
When you have it and for a day or two before, have your admins create binding for, spam, and post everywhere:
Turn on autodownload in options
It will save your server from kicking everyone at map change (if you decide to go all beta maps :-) ), or at least a lot of people. Nothing sucks more than having a GREAT match with a full server, followed by crickets chirping. Most won't know what it means, but they will figure it out quickly when they are kicked. Then they will ask where they can get the rest of the maps with quicker downloads ;-)
I think the SST server is an EXCELLENT place for beta maps, as the server already seems to pushes the envelope of the game, it will give a really good road test for these maps.
Or, with your large user base, perhaps having a day for a certain map. Such as, aegis sunday, where every 4th match is the aegis map. That may lessen the pain of autodownloads for your particular server.
