By "weather effects" I mean precipitation.

There is/was such thing as Q3 rain, but I've never seen it used in trem. The tremulous particle system can be used to create rain among other environment effects (e.g. the meteor storm in Pulse). Volumetric fog requires modification of the rendering code, the current fog system uses a precomputed method. This may help: http://nothings.org/computer/vfog/
