I believe that usergroup makes it so that he can *only* reply to topics, not create new ones.  I would normally agree with the evils of derailing, however he had no choice but to do so.

Yes, the purpose of a restricted member IS the warning.

Instead of sending a useless pm saying "Stop now or be banzored", we have a more physical threat. We normally lift it after a week, due to good behavior.

I'd say that's accurate.

He had been flamed enough by the community for his derailing, etc. Usually, that in itself is enough warning for most people. Moderator intervention is the next step for the "special cases" who fail to understand that their conduct is not appreciated. This is what happened here.
