Its going to be tough, if you'll have to learn how to host your server, then you probably want to equip it with a good QVM that has a couple of good commands. Since Tremulous cannot use Punkbuster anymore, detecting cheaters and such is a bit difficult to find, but the signs are obvious. Sometimes the console says that a certain player has unpure/unknown .Pk3s, and if they aimbot, you can spec them and see if they have great accuracy but sluggish movement.The admins you want will have to be the players you choose, so admin abuse on your server will mainly be your responsibility.
First, lets learn some Tremulous Server lingo, shall we?
A Tremulous server, means, well, a tremulous server. There, the first one is simple.
A slot in a server, means a space on your server reserved for the players who comes to your server. So if I have 22 slots in my server, it means I can have up to 22 people on my server.
A Qvm, stands for Quake Virtual Machine. Its a "utility" program that tells Tremulous the behavior of how the game is played. Like, for example the Qvm is the guy telling Tremulous that a granger cannot jump 50 feet in the air, but if you modify the Qvm, you can have a granger jumping 50 feet in the air. You can also add in new features and commands in a Qvm. Most modified Qvms (Or atleast to what I know, all of them) doesn't require the player connecting to the server to download it, so its all good.
A tremulous server console is a window that controls and notifies you aboout your server, you can see what other players are doing, syaing, and you can add in commands at the text bar which is located at the bottom on your server window.
A console is when you bring up a black window in-game using the (default) ~ (tilde) key on your keyboard.
A command prompt (Windows) is basically a black window that can execute commands for your system, like telling it to execute your server.
A server-side mod/Qvm means a mod/Qvm that doesn't require the player to download anything, because the changes are on the server, thus its on the server's side.
So, lets start with making a server. Try this sticky on the how-to, this will get you to familerize yourself with the server stuff:

The ones I tend to use are either Paradox's latest pg-qvm or version 2 of the Phoenix QVM. But the recommended Qvm and the one being most used by popular and trusted clan sites is Lakitu7's Qvm. Next, you'll need to know a few server commands to get started. I made a crap website containing a list months back, and hopefully it can be of use to you. Read what each one does, then type in the command line in your server console. Also note that the Qvms you're using could have additional commands built into them, so read the information that is accompinied by each Qvm to see what features/commands were made for it. You'll have to pay the host though, but I heard many players who did this are satisfied with the results. Here is an excellent thread made by Confess to know how much each hoster is charging/etc:

And for cheaters, there isn't much anyone could do there, but players on your server will always be on the look out for them, even though 95% of the time, the people they accuse of don't even know how to get an aimbot.
