The message is sent to admins who receive admin chat, but only the first few times per game. As long as too many people with different bans don't try to connect at once, there should be no issue.

I see it.  I laugh whenever I see it.  I like to think of how some poor person is banned and can't connect to have fun with everyone else.  I sleep at night because of it.
