I did a quick search and found a couple indications that Argentina does not have fair use/fair dealing, so I suggest you don't copy or directly translate anything that does not have a license that clearly permits it. But information and ideas are not copyrightable, only the expression of them, so you can still paraphrase without a problem as long as the actual text/whatever of your version is sufficiently different.
