Goons are extremely powerful. I once faced one, with 2 humans as backup, all with a helmet and light armor, and it killed me in a single hit, and then killed both of my helpers with single hits as well. It then retreated, healed, and went back to more killing. It simply moved too fast to damage appreciably.
They should have reduced damage so they don't instakill tier 2 humans with their normal attack. They are also shockingly agile for their size, to the point where they are probably harder to kill than tyrants. They have the perfect combination of health and speed.
In fact, unless the humans have battlesuits, the dragoon is probably SUPERIOR to the tyrant in slaughtering humans. The shotgun is probably the best weapon them because it does decent damage all at once. The painsaw might only run 1/10 of a second against him, doing negligible damage, before he turns and butchers you. The other weapons that do damage over time generally fail in the same way. The mass driver might be decent at long range, but only newbie dragoons allow you to engage them at a distance. For the most part, shotgun and lots of backup are how to take out a dragoon.
Maybe they should have very few hit points, like 100, to compensate them for their tremendous power (relative to their cost).
