Are we going for realism? I've always griped that the view was a bit silly, but it is somewhat immersive, and at the very least, kinda cool. Keep in mind that goons do chomp rather than slash, and I think coherency between animations (especially with such a bulky and popular class) is important. More people will wonder why they swing their arms in first person but bite in third person than will wonder why we're seeing a view from the goon's throat.

Also, I'm not suggesting ripping off NS2, and if I were, it wouldn't be nearly as malicious an act as you think it would. Using a good idea isn't always a bad thing (hey, at some point someone decided guns should be on the right side of the screen. Would you fault game developers for following suit?) Besides, an in-the-mouth views isn't ripping off NS1/2 any more than we already are with having chompers on the screen (in NS1/2 the chompers aren't just the jaws; you also see arms and legs for pounce/slash animations and such).
