Ah, fs_basepath and fs_homepath confusion. Makes sense.
However why you can't see your server is an easier question. First:
1. try /connect 127.0.0.1, this will connect to your computer. This will evade any firewall problems, as well as dedicated options.
2. try getting your LAN IP address and /connecting to that address. If you can't figure this out, skip this step because I'm too lazy to try to explain that to you.
3. try setting the server browser to look for LAN rather than internet servers.
If 1 doesn't work, then you're server is not set up properly, try configuring it to load a map when it starts up, and if *that* doesn't work, give us a condump. If 2 and 3 don't work, then you probably didn't understand the instructions, but its possible something really weird could be going on.
